Can non-swimmers learn surfing?

This is a very important safety question that deserves an honest and thorough answer. In short: non-swimmers should not take surfing lessons in the ocean, and most reputable surf schools in India will not accept non-swimmers for standard surf lessons in the sea. This policy exists for the safety of the student, the instructor, and other people in the water.  Here is why swimming ability matters: even though beginner surfing lessons are conducted in relatively shallow water (typically waist-deep to chest-deep), the ocean is an unpredictable environment. Waves can unexpectedly knock you off the board, tumble you underwater, or push you into deeper water. If you cannot swim, this situation can become dangerous very rapidly — even for an experienced instructor to manage. A rip current, a set of larger-than-expected waves, or even simply losing your board and having to make it back to shore unassisted all require at minimum a basic ability to stay afloat and move through water.  That said, if you are very keen to try surfing but are a weak or non-swimmer, there are constructive steps you can take. First and most importantly, enrol in basic swimming lessons. Even 4 to 8 swimming classes from a qualified instructor will give you the foundational water confidence and skills needed to safely begin surfing. This is a genuine investment in your safety and will significantly enhance your surfing experience.  Some surf schools in India offer water confidence and ocean swimming sessions as a precursor to surf lessons — this is a wonderful option for those who are nervous about the ocean but want to build up gradually. There are also stand-up paddle boarding (SUP) sessions available in calm, sheltered lagoons or backwaters that provide a gentler introduction to board sports in a safer water environment.  Once you have achieved a basic swimming standard — the ability to swim 25 metres unassisted without panic — you are ready to begin your surfing journey.
